This is really handy...

Shears of the rescue variety. They cut through just about anything, are stainless steel, lightweight, and they're cheap at around three bucks.

I just bought a half-dozen (two for our PFDs, a couple for diving, and one each for our dinghy and kayak)...

Come to think of it, I should have bought a dozen.
